The College in Sliven is the legal successor of the Institute of Practical Teachers established in 1960. By Council of Ministers Decree No. 16 dated 27.01.1997, the Semi-Higher Institute of Practical Teachers was transformed into a College and became part of the Technical University - Sofia as a separate unit.
