
The Memorandum was signed by Rector of the Technical University – Sofia, Prof. Dr. Georgi Venkov, and the founder of the foundation, Lazar Radkov, known for his initiatives "Caps for the Future" and "Rescue Clubs for the Future".

The document marks the beginning of applying engineering knowledge in a real-world environment through the development, testing, and implementation of solutions in the context of emergencies, public safety, crisis response, and the management of complex processes.
Prof. Venkov praised the students of TU – Sofia, emphasizing that they stand out for their in-depth knowledge, alertness, and serious attitude. Graduates of the higher technical institution have developed various applications and technological solutions for the benefit of society, and their involvement in the foundation's volunteer initiatives on real cases will enhance the practical value of university education.
Lazar Radkov pointed out that such initiatives provide young people with the opportunity to acquire practical skills through various simulations and participation in volunteer initiatives where engineering knowledge finds direct application in a real-world environment. Furthermore, the various developed projects will enable students to participate in building a sustainable model with national potential that integrates technology, education, and social impact. This builds upon the role of TU – Sofia as an institution creating solutions for the future.

The Memorandum covers several main areas of cooperation, including the integration of real cases into the curriculum, the development of technological solutions – including navigation and communication systems, modeling of processes in resource management during crises, as well as conducting practical simulations and tests. It also provides for the development of diploma and scientific projects on real topics, the creation of interdisciplinary teams, and active student participation in volunteer initiatives.
The Technical University – Sofia has the potential to be a leading academic partner in a developing network of universities, state and municipal institutions, and organizations from the civil sector, focused on sustainability, crisis management, and technological solutions in support of human life. The model of this cooperation unites three key levels – the public sector, the academic environment, and civil society – to create real capacity for prevention, response, and recovery. The key role of TU – Sofia in this network stems from its ability to turn knowledge into working solutions. This positions TU – Sofia not just as a participant, but as a driver of real change – the place where ideas are transformed into technologies, and technologies into concrete solutions with direct social impact.
