Despite the money the caretaker government is providing for salary indexations in universities, the protest by the academic community is not being canceled. On Monday, the doors of universities and colleges will be closed. The reason is that the additional 39 million BGN to be allocated for salaries in the sector are extremely insufficient. It turns out that the salary increase was included in the amendments to the Higher Education Act as early as March.
The protest readiness of universities led to a new meeting of the ministers of finance and education with unions and rectors of universities. The Higher Education Union under the Confederation of Independent Trade Unions in Bulgaria (KNSB) expects the promises to become reality.
"This meeting was quite productive. The first thing that happened was the confirmation that these 39 million, which are allocated in the budget, will be released in the shortest possible time. We will seek financial resources for the salaries of non-teaching staff, scholarships for doctoral students, as well as funds that are necessary because these 39 million are not enough," stated Assoc. Prof. Agata Manolova from the Higher Education Union under KNSB.
The aforementioned 39 million BGN were promised to universities during the amendment of the Higher Education Act in March.
"The amendments to the Higher Education Act include funds that are outside the 2024 budget. We made the calculations jointly with the universities, but during the period when we submitted these documents, we did not receive a financial justification. A week ago, we had a meeting with the finance minister, at which we learned that the budget does not have the necessary funds," stated the caretaker Minister of Education Galin Tsokov.
According to the calculations of higher education institutions, 184 million BGN are needed so that everyone working in the sector can receive decent remuneration.
"The salary of a young assistant should be no less than 2516 BGN. The salaries of doctoral students, who fuel the structure, will also be increased," Manolova added.
